The United Kingdom: institutions, politics, economy and society · niveau 3 (difficile)
Énoncé
Résumer en anglais, en 150 mots environ, les deux textes suivants (écrits pour ce livre), en dégageant la question commune, la thèse de chacun et leur point de désaccord. Document A : « Devolution was sold as a way to save the Union by giving Scotland and Wales a voice. A quarter of a century later, it has done the opposite. It has given nationalist parties a platform, a government and a permanent grievance against London. Every disagreement over money becomes a constitutional crisis. The Union now survives in spite of devolution, not because of it. » Document B : « Those who blame devolution for the strength of nationalism confuse the thermometer with the fever. Scots and Welsh voters asked for their own institutions because they felt ignored. Take those institutions away and the demand for independence would not disappear; it would explode. Far from weakening the Union, devolution has given it the flexibility to survive. »
Corrigé
Proposition (environ 150 mots) : Both documents ask whether devolution has strengthened or weakened the United Kingdom. Document A argues that the reform has backfired. Intended to defuse nationalism by giving Scotland and Wales a voice, it has instead supplied nationalist parties with institutions, power and a lasting sense of grievance against Westminster, so that ordinary budget disputes escalate into constitutional conflicts. In A's view, the Union endures despite devolution. Document B rejects this diagnosis as a confusion of cause and effect: nationalism predates devolution, which was itself a response to voters' feeling of neglect. Abolishing the devolved bodies, B warns, would fuel rather than extinguish the demand for independence; devolution is what allows the Union to adapt. The two texts thus agree that nationalism is strong, but disagree on whether devolution is its cause or its remedy.
