Document A : « The Electoral College is a relic. It allows a candidate to win the White House with fewer votes than his opponent, it lets a handful of swing states decide for the whole country, and it tells millions of Americans in safe states that their vote does not matter. A democracy should count every vote equally. » Document B : « Critics of the Electoral College forget that the United States is a federation, not a single nation that happens to have states. The system forces candidates to build coalitions across regions instead of piling up votes in a few big cities. Abolishing it would require a constitutional amendment that small states would never ratify, and for good reason. »

Proposition (environ 150 mots) : Both documents address the same question: should the United States keep the Electoral College? Document A calls for its abolition in the name of political equality. It points out that the system can hand the presidency to the loser of the national vote, concentrates campaigns on a few swing states, and effectively disenfranchises voters in states whose outcome is certain; for A, a democracy must give every vote the same weight. Document B defends the institution as an expression of federalism: the country is a union of states, and the system obliges candidates to win support across different regions rather than in large urban centres. B adds that abolition is unrealistic, since it would need the consent of the small states. The two texts therefore disagree less on the facts than on the principle: A treats the nation as one electorate, B as a federation of states.
