It is important to note that in Document B, the author, who is an economist, is of the opinion that the measure that has been proposed by the government would not really be effective, because in his view the people who would benefit from it the most are in fact not the people who need it the most, and therefore the money that would be spent on it could, according to him, be used in a better way elsewhere.

Ce qui a été coupé, et pourquoi on n'a rien perdu : It is important to note that (formule vide) ; is of the opinion that… would not really be effective devient doubts the effectiveness ; the measure that has been proposed by the government devient the government's plan (génitif au lieu d'une relative au passif) ; in his view, according to him, in fact répètent ce que le verbe doubts dit déjà ; the people who would benefit from it the most are not the people who need it the most devient it would mainly help those least in need. Les deux-points remplacent because… and therefore et montrent le lien logique. On aurait pu s'arrêter à 45 mots : 29 laissent de la place pour un axe de plus.
