Sujet : Should voting be compulsory? Proposer (a) un plan dialectique en trois parties pour un essai de LV A, (b) un plan concessif en deux parties pour un essai de LV B, chaque partie résumée en une phrase anglaise, et (c) dire laquelle des troisièmes parties possibles est un faux dépassement : Compulsory voting has advantages and drawbacks ou Rather than forcing citizens to vote, democracies should remove the obstacles that keep them from voting.

Corrigé

(a) Plan dialectique. I. Compulsory voting strengthens democratic legitimacy: high turnout means that governments are chosen by the whole electorate, not by its most motivated part; Australia and Belgium are often cited. II. But it forces a choice on citizens who may have no informed view, and treats abstention, itself a political message, as an offence. III. The real problem is unequal turnout, which can be tackled without compulsion: easier registration, weekend voting, civic education.

(b) Plan concessif. I. Admittedly, compulsory voting would end the over-representation of older and wealthier voters. II. Yet a democracy that fines citizens for abstaining treats the symptom rather than the cause; making voting easier and more meaningful would achieve the same goal without coercion.
