Voix A : Public services exist to be used, and a service that cannot be understood is not a service. Wales has had bilingual public signage since the Welsh Language Act 1993, and the country has not become less functional for it. The cost argument is real, but it should be compared with the cost of a patient who cannot describe their symptoms. Provision in a minority language is not a favour granted to a community; it is the ordinary condition of equal access.

Voix B : Equal access is exactly the point, and that is why resources matter. Every pound spent on translation is a pound not spent on the service itself, and in a country with dozens of home languages, choosing which ones to fund is itself a political decision. A fairer answer may be to fund interpreting on demand rather than permanent translation of everything. This is not a refusal of minority languages; it is a question about which instrument delivers access most reliably.
