« We are often told that public money should go to hospitals, not to murals. I have never met anyone who wanted the opposite. But the choice, as it is usually put, is a false one. Between 1935 and 1943, a federal programme employed thousands of artists at the same time as it employed bricklayers, and the post office walls it decorated are still standing. What it bought was not beauty; it was work. Whether a government should buy art is a question worth debating. Whether it can buy art without also shaping it is, I would suggest, the harder question — and the one we rarely ask. »
