Modèle : Art paid for by a state is not automatically obedient, but it is rarely free in the way its makers believe. Admittedly, the Federal Art Project of 1935-1943 employed artists who went on to produce some of the most experimental American painting of the century, which suggests that funding does not dictate style. Yet the same programme commissioned post office murals with a fairly consistent message about work and national unity, and few of them questioned the government that paid for them. Arguably, the constraint operates less through censorship than through commission: what is never ordered is never made. Critical art can therefore exist within state funding, though it tends to appear at the edges of what was actually asked for.
