Corrigé

When the police finally arrived, the crowd had been waiting outside the bank for two hours. Someone had broken into the vault during the night and (had) emptied every safe. While the officers were examining the scene, a journalist noticed a detail everyone had missed: the alarm had never gone off.
La trame est au past simple (arrived, noticed) ; l'attente qui précède est durative (had been waiting) ; l'effraction est antérieure à l'arrivée (had broken, emptied) ; l'examen en cours est l'arrière-plan (were examining).
